My Lord,
With reference to Your Lordship's
confidential telegram of 5th September, 1930, No.69 on the
subject of the contract for labour in Dutch Borneo,
I have the honour to inform you that Clause V (1) has
now been deleted and V (2) amended to read:-
"V (1). Any deductions made on account of advances
or for payments made on behalf of the
labourer by the employer may not exceed one
fifth of what is due to the labourer for
wages during the past month or for work
completed on day-task or on piece-work and
not more than one fifth of the wages earned
on contract work, with the proviso that
taxes not yet paid by the labourer at the
expiration of the contract may be deducted
in full."
Clause V (3) and (4) accordingly are renumbered (2)
and (3).
Clause VII has been amended by the substitution of
